It's hard to picture what those reasons could be, but unless and until they decide those reasons have gone away, I'm guessing you won't see an (official) Android TV app. Given all that, the lack of an Android TV app almost certainly isn't for technical reasons, but would be for business or legal reasons (for example, I am guessing they didn't actually own the app that ran on LeEco). They also (some years ago) had an app that ran on LeEco TVs, which I believe ran Android TV, but that app was never offered for any other Android TV system, and when LeEco went away, so did the app. The also run a (modified version of) Android TV on their own streaming device - though the DIRECTV STREAM app on that probably wouldn't run on other Android TV platforms without non-trivial changes.
As indicates, it wouldn't seem to involve any significant work on their part given that they already have a FireOS app. We really don't know why DIRECTV STREAM hasn't provided such an app. So that doesn't explain the lack of a (standard) Android TV app. If you don't need those features, you can still use any of the other devices. I believe their device (Osprey) exists so DIRECTV STREAM can target (ex-)cable/satellite customers, who likely will want channel numbers, a device that comes up in the service when it is turned on, a more "cable-ish" remote, etc - as opposed to the "cable-nevers" that were the original target of DirecTV Now.
After all, what they want is for you to subscribe to the service - that's what they make money on - so they almost certainly don't care which device you use so long as you subscribe. I tend to doubt that DIRECTV really cares whether you use their device or not - it isn't like they make much (if any) money on it, and they continue to support all the other platforms. It's just that they already ran on Android TV, and that is what the new Google device uses. In addition to Android TV, the service is supported on Apple TV, Roku, Amazon Fire TV, smartphones, tablets, game consoles and computers.None of the other "big players" were ready specifically for the new Google device. Sling TV starts at $35 a month for a base package of general entertainment, news and sports channels from Fox Corporation, the Walt Disney Company, ViacomCBS, Comcast’s NBC Universal, Discovery Networks, ViacomCBS and others. Judging from how others like Pluto TV, Philo and Tubi TV have tapped into Amazon’s similar feature, it’s just a matter of time before other linear TV services become integrated with Google TV. The integration on Google TV indicates that Google is willing to open up the live TV section of its recommendation engine to more third party companies. Both platforms also integrate with Sling TV.

The content recommendation software is expected to compete against similar features found on Amazon’s line of Fire TV devices and new software developed by TiVo for its own line of Android TV hardware. The content recommendation software is expected to roll out to other Android TV devices over time. In addition to the Chromecast with Google TV, the Google TV software is also available on Sony’s line of Bravia smart TV sets powered by Android TV. “As a Sling TV subscriber on Google TV, easily jump into your favorites with our channel guide directly integrated in the Live tab and our content added to your recommendations on the For you tab.” “Google TV brings together movies, shows, live TV and more from across your apps and subscriptions and organizes them just for you,” a Sling TV spokesperson wrote in a blog post on Tuesday. Content carried on Sling TV’s channels will also appear through Google TV’s recommendation engine, which displays movies and TV shows that users might like right on the main page of Google TV’s home screen. Starting today, customers with a Sling TV subscription will be able to access their TV listings through the Live tab on supported Android TV devices with Google TV.
Introduced through the Chromecast with Google TV, the “Live” tab on the Google TV‘s software has been largely exclusive to YouTube TV, the premium live streaming service operated by Google itself. It is the first time Google has allowed a third party service to natively integrate its TV listings and features within the live tab on Google TV, the next-generation content recommendation software that runs on top of some newer Android TV devices.
